Sports in the Italian Constitution: A Beginning that Must Take Shape for a Sports Welfare System

The Italian Constitution has been amended by adding a new clause, which formalizes the Republic's recognition of the educational, social, and well-being-promoting value of sporting activities in all their forms. Despite clear legislative delays, one can take inspiration from foreign constitutional documents (particularly that of Canada) and begin to implement plans that make this new recognition effective and pragmatic. For instance, it could be possible to implement a subsidiary policy promoting sports in small isolated centres, standardize health promotion interventions across all regions of the peninsula, allocate funds for pedagogical scientific research, mandate a sports director in fitness centres, ensure a welfare service for elderly individuals, and increase tax relief for families. The transition from law to practice must be prompt for a true sports welfare system.
