Abstract

Law No. 107/2015 significantly implemented the competences of the head teacher. Previously, the Offer plan was the responsibility of the Institute Council, which approved it drawn up by the Board of Teachers; now the principal is responsible for defining the guidelines of the Offer Plan on the basis of which the Board of Teachers and the Institute Council can then, respectively, elaborate and adopt it. The novelty is important because the centrality of the principal is not only related to the effective and efficient management of human, financial, technological and material resources, but his tasks of direction, management of the organization and coordination are also inherent to the substantial aspect of the contents of the training offer of the school institution he leads. The decisional autonomy, thus contemplated and achieved, allows the development of the potential of each individual institution based on the sensitivity and skills of its principal, who provides the initial contribution of the entire training system. It follows that the educational differences between the different educational institutions could be significant and directly proportional to the intentions of their heads of institutions. The consequences of the choices have a strong impact on the school performance and educational success of the students, the institutional purpose of the school.
