On education: between policies and the art of educating

Abstract

This paper tries to examine some of the contradictions that the current system of
school governance, which remains very centralistic, places the educational work in
universities and even in schools. In particular it challenges the government system
based on the continuous production of guide lines and controls procedures addresses and on the assumption of goals without any attention to the conditions in which they must be attained and to the means to reach them. This government strategy is managed through a top-down control that contrasts with the idea of autonomy and is limited to judging output without any input rating.
