Abstract

In recent years, radical changes in the Italian welfare system are related to many new regulatory and cultural trends. Among these the case, focused on in this article, of the implementation of the UN CRPD, which culminated in 2021 with the approval of the most farreaching reform ever enacted. Among the research programs aimed at developing theoretical frameworks and operational models, however, few have examined the connections between implementation processes and territorial fragility. Hence, there is little research on the possibility of constructing the Life Project introduced by the new legislation as a mechanism with a homogeneous emancipatory impact across the entire country. The article presents the coordinates identified from the fieldwork carried out between 2019 and 2024 in small municipalities with a high Municipal Fragility Index, demonstrating the theoretical and operational coordinates through which a reversal of the relationships between figures and backgrounds can constitute the key to ensuring that personalized project in implementation of the UN Convention acts as a trigger for a process of collective emancipation.
